Health insurance is compulsory in Dubai under Law No. 11 of 2013. Employers pay for employee enrolment; sponsors arrange and pay for dependants who lack employer-provided cover. Free zones are included. These rules were checked on 18 October 2026 against the Dubai Government overview and the official law.

Is health insurance compulsory in Dubai, including free zones?

Yes. Dubai's compulsory insurance framework extends to free zones, including the Dubai International Financial Centre, or DIFC. Article 4 expressly includes Dubai's special development zones and free zones; the Dubai Government overview also identifies free-zone employers within the employee-cover obligation, as of October 2026.

For residents, Article 8 requires benefits at least equal to Basic Coverage, the minimum benefits prescribed under the implementing rules. Supplementary Coverage means benefits added above that minimum. An employer or sponsor may provide supplementary benefits for the beneficiary and family members. These are distinct concepts from whether a particular dependant has actually been enrolled. Source: Law No. 11 of 2013, Articles 2 and 8, as of October 2026.

Who pays for an employee's health insurance in Dubai?

The employer bears the employee's enrolment cost. Article 10 also requires employee cover to remain valid throughout the service period, provision of an insurance card, and production of the policy when issuing or renewing the employee's residence permit. Source: Law No. 11 of 2013, Article 10, as of October 2026.

The restriction on passing costs on is explicit: Article 10(2) requires the employer to bear enrolment costs and prohibits charging them to beneficiaries. Deducting the employee's required enrolment premium from their pay would pass that cost to the covered employee. This is separate from the employee paying policy-defined co-insurance when receiving benefits, which Article 12 addresses.

The useful HR confirmation identifies the insurer, employee membership or policy reference, effective dates and benefits schedule. The employment-visa guide explains the separate employer-led residence process.

Who covers dependants if an employer offers family insurance?

The sponsor must arrange cover for sponsored people who have not been provided insurance by an employer. A sponsor is the person or entity sponsoring someone's residence; in a relocating family, that may be the employed parent or spouse. Article 11 places both enrolment and its cost on the responsible sponsor and prohibits charging that cost to the sponsored beneficiary. Source: Law No. 11 of 2013, Articles 2, 9 and 11, as of October 2026.

An employer may additionally provide family insurance. The employee's own statutory cover does not establish that their spouse or children are enrolled. The family-benefit letter and issued policy establish the extra benefit's scope: which people are included, when their cover starts, what benefits apply and what the employer pays.

For example, consider an employee sponsoring a spouse and child who have no other employer-provided cover. If the issued employer policy names only the employee, the household file still needs sponsor-arranged insurance for the dependants. If employer family cover names the spouse but leaves the child outside that benefit, the child's cover remains a sponsor task. This is an illustrative application of the responsibility rules, not a priced policy example.

Where the employee is also the family sponsor, paying the dependants' premiums as sponsor is separate from funding their own employer-required enrolment. A spouse with their own Dubai employment falls under the employee responsibility described above. Family sponsorship's application requirements remain in the family-visa guide.

What is the difference between the premium and co-insurance?

The premium is the price of the insurance policy; co-insurance is the covered person's payment when receiving benefits. The law defines co-insurance as a fixed sum or percentage specified in the policy, and Article 12(3) requires the beneficiary to pay it. Source: Law No. 11 of 2013, Articles 2 and 12, as of October 2026.

This creates separate budget lines. The employer or responsible sponsor funds enrolment under the rules above. The beneficiary's usage payments follow the policy's co-insurance terms. Employer-funded enrolment therefore does not establish that every use of the policy has no payment attached.

The provider network is the list of healthcare providers identified by the policy. Article 16 requires the policy to state its benefits, financial ceiling, coverage period, network and co-insurance. Article 13(8) requires the insurer to provide beneficiaries with a regularly updated network. Source: the official law, as of October 2026.

The benefits schedule and policy wording establish the applicable limits, exclusions and network terms. A colleague's policy or another employer's family benefit does not establish your household's terms.

What insurance records are needed for residence and renewal?

The law requires the employer or sponsor to produce the relevant insurance policy when issuing or renewing residence permits. It also requires valid cover throughout the employee's service or the sponsored person's residence. Source: Law No. 11 of 2013, Articles 10 and 11, as of October 2026.

The following is a household document checklist. The residence authority or applicable free-zone application team confirms which evidence must be submitted, how it is submitted and which additional residence documents apply to the case.

  • Named insured people: the employee and each covered dependant, with names matched to the relevant identity records. A general statement that an employer offers family cover leaves individual enrolment to be confirmed.
  • Policy reference and insurance card: insurer details, policy or membership number and current confirmation that the named person's cover is active.
  • Policy dates: commencement and expiry dates, plus written confirmation of any change affecting a household member's cover.
  • Benefits schedule and full wording: the person's coverage category, covered benefits, financial limits and policy annexes.
  • Current provider network: the exact network name and current provider list for that policy.
  • Exclusions: the exclusions and conditions stated in the person's policy documents.
  • Co-insurance: applicable fixed payments or percentages and the circumstances in which they apply.
  • Employer family-cover confirmation: a written record naming the dependants included, employer funding and any benefit-specific enrolment or end-date conditions.

The statutory policy-information requirements are in Article 16 of the law. The 2022 implementing bylaw, Articles 16 and 20, addresses named beneficiaries in the insurance contract and provision of the policy and annexes to the beneficiary. Both were checked as of October 2026. The extra employer-benefit confirmation is an editorial household checkpoint.

How much does mandatory health insurance cost in Dubai?

The premium depends on the benefits selected, according to the Dubai Government's health-insurance overview, as of October 2026. A household amount comes from its actual employer arrangements and written insurance quotes.

The worksheet below separates confirmed employer cover from premiums the sponsor must fund. Complete a separate dependant row for every person in the household.

For cash planning, the sponsor-paid premium and its due date belong beside the rent payment schedule. Usage costs remain a separate provision because they depend on policy terms and use. An unconfirmed family benefit stays marked pending until the named enrolment and employer funding are documented.

The cost-of-living guide places those insurance lines alongside rent, utilities, transport and school spending.

How does the insurance network fit a Dubai home shortlist?

The useful housing comparison pairs each proposed address with the household's actual provider network. A provider near a home is useful to the comparison only when its participation in the specific policy is confirmed.

An address worksheet can record the proposed home, workplace, relevant providers in the insurer's current list and the journeys between them. The legal basis for using the current list is Article 13(8), which requires insurers to provide and update the network for beneficiaries. Source: Law No. 11 of 2013, as of October 2026.

For an employee arriving alone, the employee policy supplies the starting network. For a family, the comparison uses each person's confirmed policy because employer and sponsor-arranged cover may have different terms.
