Moving to Dubai begins with residence and identity paperwork, while school and home searches run together. Apartment electricity-and-water setup totals AED 2,155 on the standard small-meter schedule, including an AED 2,000 refundable deposit (Dubai Electricity and Water Authority, DEWA, as of October 2026). Other relocation costs need separate quotes.

Source: withlida.com, 14 October 2026. This is an editorial planning sequence, not an approval calendar. Authority requirements were checked as of October 2026 against the UAE Government's employment record, Emirates ID record, KHDA registration service, DLD registration service and DEWA move-in service. Private records depend on the household and provider.
What must be settled before departure?
The useful departure file contains a residence case owner, a document checklist, school records and written insurance dates. It also records where the household will stay while permanent housing and services are being arranged.
For standard employment, the employer must apply for the work visa, according to the UAE Government's work-visa record, as of October 2026. The practical checkpoint is a written HR record naming the application route, the person handling it, the documents needed and the next appointment or submission.
A document folder is easier to complete before the household is between addresses. For the private-sector residence service, GDRFA, Dubai's residence authority, lists a passport copy, a recent photograph with a white background and an approved medical examination for the age category specified by that service, as of October 2026. Other routes have their own lists. HR or the relevant sponsor can identify whether qualification, marriage, birth or other records and attestations apply to the particular application.
For children, the receiving school's written checklist can identify the academic record to request from the current school and its attestation requirements. The school-transfer calendar connects calendar, placement and document checkpoints.
Insurance belongs in the same file. The employer and insurer's written documents need to identify the people covered, the effective dates, benefits, exclusions and who pays. A household's check includes each dependent by name and any interval between travel cover ending and local cover starting.
Temporary accommodation is a separate booking decision. Its cancellation terms, extension cost and distance from appointments belong in the arrival budget, alongside the expected permanent-home search.
Which residence route applies?
The standard employment route is employer-applied; family and other residence routes require their own eligibility checks. A job offer, visit visa or home purchase is not an issued residence permit.
The UAE Government's work-visa page states that the employer must apply for the standard route and separately points to Green visa categories for skilled workers, freelancers and the self-employed, as of October 2026. That distinction gives an employed newcomer a specific first contact: the employer's application team.
Family sponsorship is a separate process. The employee-family residence record sets its own sponsorship conditions, as of October 2026. The household's application file therefore identifies the sponsor and the records required for each family member, rather than treating the employee's approval as the whole family's completed paperwork.
For a different situation, the official visa categories and residence categories distinguish investor, Golden, retired-person and working-outside-the-UAE routes, as of October 2026. The applicable authority's service card controls the criteria and documents.
A household purchasing its home also has a separate property process. The Dubai purchase guide explains that transaction's steps and costs. Residence eligibility remains a question for the relevant immigration route and authority.
What can be prepared before Emirates ID?
Documents, enquiries and shortlists can be prepared before the identity card arrives; completion requirements remain specific to each service. This allows preparation to continue without assuming every provider accepts the same interim evidence.
Emirates ID is the identity card issued by ICP, the Federal Authority for Identity, Citizenship, Customs and Ports Security. The UAE Government's Emirates ID record describes applications through ICP's website or an accredited typing centre, possible attendance at an ICP service centre for biometric details, and application tracking, as of October 2026.
The record's urgent-service provisions are restricted by applicant category and transaction type. They do not establish a universal first-time newcomer deadline. The useful progress record is the application reference, any requested appointment and the current status.
Preparation can run alongside that application:
- School admissions teams can receive enquiries and identify the child's required academic documents.
- A home shortlist can record building entrances, proposed lease terms and the school and work journeys.
- Banks can provide their own account-opening conditions and outstanding-document list.
- Providers can identify which completed identity or property record their chosen service channel requires.
HSBC is one bank-specific example. Its moving checklist describes a pre-arrival account route for someone with a signed employment contract or an established business, subject to eligibility. It states that Emirates ID must be provided within 75 days of opening the account and says passport, proof of address and an employer letter may also be requested, as of October 2026. These are HSBC's stated terms, not a deadline or opening rule for every UAE bank.
How do school and home searches fit together?
A family home shortlist works best when the child's year group and campus are known and both the school and workplace journeys have been checked. A school enquiry or offer also remains distinct from completed student registration.
Under KHDA's student-registration service, as of October 2026, the school submits the registration and the guardian electronically signs the parent-school contract. A student is officially enrolled only after successful registration in KHDA's system.
The service lists valid Emirates ID and the applicable transfer certificate or official academic record. It also identifies exceptional passport-based cases, relevant official-authority letters, and medical documents or a guardian's explanatory letter in specified circumstances. Provisional registration is possible in exceptional cases, including an Emirates ID issuance delay, subject to the remaining document requirements. The receiving school can confirm the permitted route and what remains outstanding.
For academic certificates issued outside the UAE, the same KHDA record requires attestation by the relevant educational authorities and the UAE Ministry of Foreign Affairs in the country of issuance, as of October 2026. The school's checklist can identify the record and attestation trail for the child's case.
Ejari does not appear as a universal prerequisite in that service's required-document list. School admissions checks, exceptional registration arrangements and school-bus eligibility each need their own confirmation.
Fix the destinations
Record the exact school campus and gate, the proposed year group, school-day times and workplace entrance. An area name alone does not identify those destinations.
Check the public-transport journey
In the Roads and Transport Authority (RTA) Journey Planner, select the relevant starting and destination points, a representative date, and departure or arrival time. Its available modes include Metro, bus, tram and marine transport, as of October 2026. Check the return trip separately and record the walking and transfer legs.
Confirm the school transport option
Obtain the school or bus provider's written confirmation for the proposed address, pickup point, service times and price. A public-transport result does not establish school-bus eligibility.
Compare the exact home
Record the building entrance or villa gate, home layout, lease quote and access to the checked journeys. For a Dubai Hills address, the Dubai Hills Estate family map provides the next layer of cluster and housing context.
For example, a relocating household might have a proposed school place while the child's ID application is still progressing. The school confirms the outstanding registration evidence; the parents compare homes against that campus and the workplace. This is a planning example, not a claimed admission outcome or travel-time estimate.
For a newcomer without school commitments, the workplace journey can lead the shortlist. For a household with children, comparing school and work routes together gives the home search a more complete daily-use test.
How does a chosen home become ready to move into?
For a tenant on the Ejari route, the sequence is a signed contract, eligible tenancy registration, DEWA account details, payment and activation. The contract signature alone is not the completed services record.
The tenancy-contract guide explains the fields and addendum to review: the exact property, lease term, payment schedule, deposit terms and responsibilities. The Ejari guide provides the registration detail without repeating its fee table here.
DLD's registration service lists different requirements by channel, as of October 2026. The app's document list requires a copy of the Unified Tenancy Contract; its mobile-channel terms require individual tenant and landlord parties and current owner data. A trustee centre requires the original contract, applicant's Emirates ID and an official power of attorney for a representative. Its eligibility terms also exclude property managed by a company or owner with Ejari-system access. The responsible party can confirm the applicable route and current channel fees.
DEWA's move-in record describes the next steps, as of October 2026:
- On the integrated Ejari route, account details and deposit-payment information are sent after registration.
- Where a direct digital application applies, the “New Customer in Dubai” path creates a Business Partner Number and online credentials. The application reference and receipt record progress.
- Tenants in free-zone premises exempt from Ejari use the applicable tenancy-contract route; owners use a title deed or sale-purchase agreement through their separate route.
- The household pays the deposit and activation charges, then checks supply activation.
DEWA publishes 15 working hours after payment as its service-delivery standard, as of October 2026. This is a utility-service standard, not an approval timeline for the whole relocation.
Cooling, gas, internet and building move-in arrangements belong on a separate checklist where applicable. Their quotes and written terms identify account holders, deposits, installation appointments and access requirements.
Which payments are refundable, one-off or recurring?
DEWA's security deposit is separate from its setup charges and later consumption bills. The worked subtotal below covers residential electricity-and-water setup on the standard small-meter schedule only.
Source: withlida.com, 14 October 2026, recomputed from DEWA's move-in schedule, as of October 2026.
Flat: AED 2,000 + AED 125 + AED 10 + AED 10 + AED 10 = AED 2,155. Villa: AED 4,000 + AED 125 + AED 10 + AED 10 + AED 10 = AED 4,155.
The refundable deposit is still cash paid at setup. It cannot simultaneously fund the first rent payment or school invoice. The table is tenant-focused; DEWA separately states that property owners' deposits are refunded upon sale of the premises.
Meter classification matters. DEWA lists AED 300 for large-meter connection, replacing the AED 125 small-meter connection line, as of October 2026. Confirm the classification and applicable charges for the actual premises; “villa” does not by itself establish which meter charge applies.
These subtotals exclude rent, Ejari, private deposits, agency services, cooling, gas, telecom, school payments, insurance and the move itself. They also exclude later utility consumption bills.
How much money do you need to move to Dubai?
The household's required cash comes from its written quotes, payment dates and employer arrangements; one city-wide relocation amount cannot price that file. The DEWA example is one scoped input.
A useful budget records both the amount and the date it leaves the household's account. A refundable deposit, an advance payment credited to a later bill and a service charge have different effects on that cash calendar.
Source: withlida.com, 14 October 2026. This is an unpriced household worksheet. Private amounts and refund conditions require the relevant written quote or agreement.
School payments need particular care in the total. KHDA's policy effective 23 March 2026, checked as of October 2026, treats the registration deposit as an advance credited to first-term tuition, while the application fee is separate from tuition. Recording the deposit and the full unreduced tuition invoice as two additional costs would double-count that advance.
The academic-year KHDA School Fees Fact Sheet identifies mandatory and optional charges, as of October 2026. The school-fee refund guide explains the separate tests for application payments, deposits and withdrawal. The word “deposit” alone does not establish identical refund conditions across school, landlord and utility payments.
Frequently asked questions, checked 14 October 2026
What is the AED 3,000 rule in Dubai?
In the employee-family sponsorship context, the UAE Government record states a minimum salary of AED 4,000, or AED 3,000 plus accommodation, as of October 2026. Other conditions also apply. This is a sponsorship criterion, not a household relocation budget or a finding that a particular salary meets a family's living costs.
Can a bank account be prepared before Emirates ID?
Some banks describe specific pre-arrival routes. HSBC's checklist gives an example tied to a signed employment contract or established business and later Emirates ID submission, subject to eligibility, as of October 2026. Obtain the chosen bank's own written terms.
Does a school need Ejari before registering a child?
Ejari is not listed as a universal requirement in KHDA's student-registration service, as of October 2026. The service has its own identity, academic-record and exceptional-case requirements. The school confirms the child's registration route and any separate admissions or transport records.
Does buying a home automatically secure residence?
A purchase and a residence application remain separate processes. The UAE Government's visa categories, as of October 2026, distinguish the available routes. The relevant immigration authority assesses the applicable route's eligibility and documents.
