Moving to Dubai with a cat or dog requires a MOCCAE import permit before travel and a separate arrival inspection and release. Government-fee subtotals are AED 450 for one cat or AED 700 for one dog, under the Ministry of Climate Change and Environment (MOCCAE) schedule, as of 22 October 2026. Airline and home permissions are separate.

This is the pet-specific part of the moving-to-Dubai checklist. Keep the animal's travel file alongside the household's first address, temporary accommodation terms and proposed lease.

What approval is needed before departure?

MOCCAE requires the import permit to be issued before importation and states that it is valid for 90 days from issuance, as of October 2026. Arrival release follows its own application and checks. The service covers cats and dogs; these conditions do not establish an import route for another species. Source: MOCCAE import service.

  1. Establish the animal's route

Record species, breed, birth date, permanent microchip number, exporting country, transit stops and whether this is a first import or a returning UAE resident animal. Compare that record with MOCCAE's country and restricted-animal conditions below.

  2. Complete the import application

Register in MOCCAE's digital services system, create the application, pay the import fee and retain the issued permit. For ordinary pet cats and dogs, the service's import-document heading says no documents are required. That statement concerns this application stage; the travel and release records remain necessary. Service, emotional support and medical dogs have additional application documents.

  3. Coordinate departure and arrival

Match the permit's validity to the planned arrival, obtain the carrier's acceptance and assemble the certified animal records. Identify who will submit the release application and present the consignment for inspection at the entry point.

The sequence above follows the MOCCAE service process, as of October 2026. Its published timing categories are distinct:

Which documents are needed at arrival release?

Release requires shipment evidence, vaccination records and an official veterinary health certificate, with rabies-test evidence for high-risk origins. MOCCAE's process is a release application, payment of the release fee, review, visual inspection and laboratory testing if required, then issuance of the release permit, as of October 2026. RecordWhat the arrival file needs to show
Shipment recordCustoms declaration or bill of lading showing delivery information
Veterinary health certificateCertification by the competent veterinary authority in the exporting country; microchip number matching the implanted chip
Vaccination document or pet passportMicrochip number; species, colour, sex and birth date; vaccine name, manufacturer, batch number and vaccination date
Rabies antibody report, where requiredApproved laboratory evidence for a high-risk origin; MOCCAE also permits the result to be included in the health certificate
Issued import permitKeep it with the file against which arrival compliance is assessed

Source: withlida.com, 22 October 2026, from the release-document and technical-condition sections of MOCCAE's service, as of October 2026. The permit row is a file-management checkpoint; the other rows reflect the release and accompanying-record requirements.

The practical record check is consistency: the same animal, chip number and vaccination history must be identifiable across the certificates and passport. A private clinic record alone does not replace the competent-authority certification MOCCAE specifies.

MOCCAE's vaccination list, as of October 2026, names rabies, canine distemper, canine parvovirus, infectious canine hepatitis and leptospirosis for dogs. It allows a laboratory test in place of leptospirosis vaccination where the exporting country does not apply that vaccination. For cats, it names rabies, feline panleukopenia, feline rhinotracheitis and feline calicivirus. The service states a vaccination age of at least 12 weeks, with validity following the manufacturer. Source: MOCCAE vaccination conditions.

The same service requires internal and external parasite preventive doses during the 14 days before shipment, recorded in the health certificate or passport, as of October 2026. The veterinarian determines the clinical arrangements and the exporting authority certifies the required record. Source: MOCCAE.

How do origin-country and animal-record conditions differ?

The relevant distinction is MOCCAE's exporting-country classification, combined with the animal's vaccination continuity and return status. Nationality of the owner does not substitute for the exporting-country record.

What does the high-risk-origin rabies test require?

MOCCAE requires a laboratory accredited by the exporting country's competent authority, with the sampling date, examination date, method and result recorded. Its stated antibody threshold is at least 0.5 IU/ml, as of October 2026. Source: MOCCAE testing conditions.

Within that testing clause, MOCCAE states that at least 21 days must pass after rabies vaccination where it is the first vaccination or the vaccination history has a discontinuity. With a valid booster, it says that interval is unnecessary and testing can take place directly. This distinction belongs to the stated high-risk testing condition. It is not presented here as a universal travel waiting period. Source: MOCCAE, as of October 2026.

The service describes test-certificate validity as 365 days, conditional on continuing valid rabies vaccination, and adds wording that no booster dose has been given; otherwise it calls for repeat testing. That wording needs MOCCAE's interpretation against the actual vaccine and sample dates. A household with an intervening booster can submit those dates to MOCCAE for clarification rather than assume the certificate remains usable. Source: MOCCAE, as of October 2026.

What changes for returning resident animals?

Returning UAE resident cats and dogs are excepted from the annual personal-import limit, while remaining subject to the specified identification and health conditions. MOCCAE lists a ministry veterinary health certificate obtained before leaving the UAE, a microchip and an authorised certificate from the exporting country's veterinary authority. It also requires rabies vaccination before UAE departure that remains valid through return; if it becomes invalid, first-import conditions apply. Source: MOCCAE, as of October 2026.

For ordinary personal imports, MOCCAE states a maximum of 2 companion animals per person per year, expressed as two cats, two dogs or one of each, as of October 2026. Its return provisions do not state a blanket exemption from every permit, record or fee. Source: MOCCAE.

Which restricted-animal conditions need checking?

MOCCAE publishes a dog-breed import prohibition list with a regulated exception for service, emotional support or medical use, as of October 2026. Its list names Staffordshire Bull Terrier, American Pit Bull Terrier, American Staffordshire Terrier, American Bully, Brazilian Mastiff (Fila Brasiliero), Argentinian Mastiff (Dogo Argentino), Tibetan Mastiff, Neapolitan Mastiff, French Mastiff (Dogue de Bordeaux), Boerboel, Bullmastiff, Cane Corso (Italian Mastiff), Bully Kutta (Alangu Mastiff, Indian Mastiff), Perro De Presa Canario (Canary Mastiff), Japanese Tosa and Presa Canario. Overlapping names are retained; uncertain breed descriptions belong with MOCCAE for confirmation. Source: official breed list.

For the service, emotional support or medical-dog application category, the service requests certified training evidence, a certified medical report supporting the owner's use of the dog and an owner undertaking covering ownership transfer, abandonment, breeding and compliance. That MOCCAE category is separate from a carrier's acceptance category. Source: MOCCAE, as of October 2026.

For Bengal and Serval cats, the service specifies a fifth-generation pedigree certificate, as of October 2026. That line alone does not resolve an individual animal's eligibility or other applicable controls. MOCCAE's published enquiry channels are 800 3050 and info@moccae.gov.ae. Source: MOCCAE.

What are the government fees and worked subtotals?

The listed import and release components sum to AED 450 for one cat and AED 700 for one dog. They are government-fee subtotals, calculated from MOCCAE's schedule, as of October 2026:

  • Household cat: AED 200 import permit + AED 250 release = AED 450 government-fee subtotal.
  • Household dog: AED 200 import permit + AED 500 release = AED 700 government-fee subtotal.

A complete relocation budget also needs the actual quotes for veterinary appointments, certification and tests, airline transport, the crate, any handling or relocation agent and onward transport. Housing may add separately agreed costs or deposits, where applicable. Record the amount, due date, payee and refund terms for each quoted item. None is priced by the subtotal above.

How are airline transport permissions checked?

The booked carrier must accept the exact animal and itinerary separately from MOCCAE's import approval. Emirates' unusual-baggage page, as of October 2026, describes arrangements that depend on circumstances and charges based on the combined animal-and-container weight and size. It asks for completed paperwork at least one week before the flight.

For the Dubai arrival specifically, Emirates' animal-travel FAQ states that animals on itineraries ending in Dubai travel as cargo, as of October 2026. This is an Emirates route statement. Another carrier, an assistance-dog category or a connecting sector needs its own confirmation.

The carrier enquiry can record:

  • Operating airline for every leg, arrival airport and transit stops.
  • Animal species, breed, age and any category requiring separate approval.
  • Accepted transport method, animal reservation or cargo reference and document deadline.
  • Required crate construction and dimensions, combined weight and acceptance location.
  • Any route, seasonal or transit limitations and the written transport quote.

MOCCAE requires shipment under IATA, the International Air Transport Association, animal-transport conditions. It also states direct shipment from the exporting country, with no mixing with other pet animals if crossing another country. The carrier and MOCCAE can confirm how a proposed connection meets those conditions. Source: MOCCAE, as of October 2026.

How are housing permissions checked before signing a lease?

The strongest home match has written pet terms for the actual address and animal, supported by the landlord and building or community management. An area label does not establish those permissions, and the airline's acceptance concerns transport only.

Use the viewing to gather the private documents below. These are household questions, not a published legal entitlement or a standard fee schedule.

Viewing checkWritten record to request
Landlord and leasePet clause or signed addendum identifying the accepted species, number and any breed or size conditions
Building or communityCurrent management rules and confirmation that the proposed animal is accepted at that address
Shared accessRules for lifts, entrances, common areas, leads and any designated walking areas
Home layoutWindow and balcony arrangements, entrance security and permitted changes relevant to the household's animal
Costs and conditionAny quoted pet-related deposit, cleaning or damage terms, with receipts and refund conditions
First arrival addressTemporary accommodation's written animal terms and a confirmed handover plan for the permanent home

Source: withlida.com, 22 October 2026. Editorial home-viewing checklist; the lease, management documents and accommodation booking supply the address-specific answers.

The tenancy-contract guide explains how the lease and addendum fit together. Ejari, Dubai Land Department's tenancy-registration system, records the tenancy; DLD's service describes issuing an e-Contract Registration Certificate. That registration is a different record from a landlord's or manager's pet consent. Source: DLD tenancy-registration service, as of October 2026.

For a dog household, the lift or front-door route and management's walking-area rules belong in the home comparison. For a cat household, the exact lease terms and window and balcony arrangements help define the match. The Lakes area guide provides housing context for a villa shortlist; acceptance still needs confirmation for the particular home. No community-wide pet permission is implied.

Frequently asked questions, verified 22 October 2026

What are the requirements for relocating a pet to Dubai?

For cats and dogs, MOCCAE's October 2026 service requires an import permit before importation and separate arrival release checks. The file includes matching microchip identification, competent-authority veterinary certification, vaccination records and origin-dependent rabies testing. Airline and housing acceptance remain separate, as explained above.

How much does it cost to fly a dog to Dubai?

MOCCAE's listed import and release fees sum to AED 700 for one dog, as of October 2026. The flight, crate, veterinary work, handling and any housing costs require separate quotes. AED 700 is the government-fee subtotal, not the flight price or a complete relocation quote.

Where can a household live in Dubai with a dog?

The useful shortlist is made of exact homes whose lease and management rules accept the household's animal in writing, with workable access and daily routines. A named neighbourhood alone does not answer the permission question.

Is Dubai a pet-friendly country?

For a household move, the useful answer is animal- and address-specific. MOCCAE's import and release process, the booked carrier's transport acceptance and the home's lease and management terms each need confirmation. A general pet-friendly label does not establish those permissions.

For an unresolved age field, vaccination-history question, breed description or return case, MOCCAE can confirm the requirements against the animal's actual records. The carrier confirms the booked route; the landlord and manager confirm the home terms.

This guide is general information, not financial, legal, investment or veterinary advice. Verify current animal-import requirements with MOCCAE and the exporting veterinary authority, transport with the booked carrier, and tenancy terms with the landlord, management and a licensed professional where needed.
