The Federal Tax Authority (FTA) issues a UAE Tax Residency Certificate confirming UAE tax residence for a selected period and purpose. For an individual without a Corporate Tax registration number, electronic-only official fees total AED 1,050: AED 50 submission plus AED 1,000 review and issuance. (FTA service card, updated 11 August 2026, verified 20 October 2026.)

Last verified: 20 October 2026. Checked by the publication's independent check, 20 October 2026. Application requirements below follow the FTA's August 2026 service card, as verified on that date.

What does a UAE Tax Residency Certificate prove?

A Tax Residency Certificate, or TRC, is the Federal Tax Authority's document confirming UAE tax residence for the period and purpose assessed. It is issued following an application and FTA approval. (FTA service description, as of October 2026.)

A certificate application, Corporate Tax registration and permission to reside in the UAE are separate processes. The corporate-tax guide covers tax scope, registration and filing. This page covers the certificate file.

The same distinction matters when gathering household records: a visa, tenancy agreement or account record can establish a particular fact without settling the whole tax-residence assessment. Banking has its own document requirements, covered in the Dubai bank-account guide. A TRC does not itself determine another country's tax treatment or establish entitlement to a treaty provision. (FTA guide, sections 5.2 and 6, October 2024 edition, checked October 2026.)

Is the certificate for a treaty or another purpose?

A treaty application names the other country; an other-purpose application uses UAE domestic tax-residence criteria. DTA means Double Taxation Agreement, an international tax treaty between jurisdictions. The FTA provides separate application choices for DTA and other purposes. Its treaty service concerns agreements that are in effect. (FTA service card, as of October 2026.)

For a file requested under a particular DTA, that agreement's residence wording determines the relevant tests and any additional evidence. Domestic residence and Corporate Tax residence do not automatically establish treaty residence. Where the treaty refers to residence under UAE law, the applicable UAE domestic criteria also matter. Treaties can contain rules for resolving residence in both countries; the wording varies. (FTA guide, section 6, October 2024 edition, checked October 2026.)

The service card also notes that the other contracting state may require UAE Corporate Tax registration. Its general option to apply without a Corporate Tax number does not override a particular treaty requirement. The requesting organisation's stated purpose and country identify which certificate file is relevant. (FTA application steps and evidence notes, as of October 2026.)

Who qualifies for a UAE Tax Residency Certificate?

An individual can meet UAE domestic tax residence through any one of three routes. A natural person means an individual; a juridical person is a legally recognised entity, such as a company. The following individual tests come from the FTA's TPGTR1 guide, section 5.2, October 2024 edition, checked October 2026. They are domestic tests, rather than universal treaty tests.

Domestic individual routeConditions that apply together
183-day routePhysical presence in the UAE for 183 days or more within the relevant continuous 12-month period
Conditional 90-day routeAt least 90 days within the relevant continuous 12-month period; and UAE or Gulf Cooperation Council nationality, or a valid UAE residence permit; and a permanent UAE home or UAE employment/business
Usual/primary-residence routeThe UAE is the usual or primary place of residence and the centre of financial and personal interests

Source: withlida.com, 20 October 2026, from FTA TPGTR1, sections 5.2.1, 5.2.2 and 5.2.4. The service card labels the shorter-presence document case as 90 to 182 days.

For the presence tests, a calendar day or part of a day in the UAE counts as a full day. Arrival and departure days therefore count where the person is present. The days need not be consecutive, although the assessment period is continuous. The same counting rule applies to both presence thresholds. Section 5.2.3 provides for involuntary presence arising from qualifying exceptional circumstances to be disregarded. (FTA guide, sections 5.2.1 to 5.2.3, checked October 2026.)

A permanent place of residence is a dwelling continuously available under a stable right of occupation. It can be rented or otherwise occupied; ownership is not required. An occasional short stay differs from a continuously available home. A residence permit means permission to reside or work, rather than a temporary tourist-entry permission. (FTA guide, glossary and section 5.2.2, checked October 2026.)

For the third route, usual or primary residence concerns where a person normally lives as part of a settled routine and spends more time than in any other country. The centre-of-interests condition considers employment, business, managed investments, family and social connections, with the closest or most significant interests in the UAE. Both conditions must hold. A Dubai home or a residence visa alone does not establish all the conditions of a route or the certificate result. The housing connection is evidence of how a home is available and used, rather than whether it was purchased. (FTA guide, sections 5.2.2 and 5.2.4, checked October 2026.)

What about a company?

Domestic company residence includes entities incorporated, formed or recognised in the UAE, including incorporated free-zone entities, or entities otherwise resident under UAE tax law. A foreign-incorporated company can require assessment of effective management and control, meaning where its key management and commercial decisions are made. A branch is an extension of its parent, rather than a separate incorporated applicant. Treaty residence requires the selected treaty's assessment. (FTA guide, sections 5.1 and 6.1, checked October 2026.)

The FTA separately requires a company applying for a TRC to have been incorporated or established for at least 12 months. Establishment age alone does not establish every residence requirement. (FTA service-card conditions, as of October 2026.)

Which documents apply to an individual or company?

The evidence list changes with the applicant, purpose and domestic route. The following checklists reproduce the categories in the FTA service card, updated August 2026 and verified October 2026. Emirates ID is the UAE identity card. An official entry/exit report records movements across the UAE border.

Individual: purposes other than a DTA

The card separates the non-DTA individual file into these cases, as of October 2026:

CaseRequired evidence in the service card
183 days or moreEmirates ID, or passport with an entry/exit report from the federal identity authority or a competent local government entity
90 to 182 daysEmirates ID and passport with an official entry/exit report, plus proof of UAE employment/business or a permanent UAE residence
Primary residence and centre of interestsEmirates ID and passport with an official entry/exit report; proof of financial and personal interests in the UAE; proof of usual or primary residence; proof of source of income, if applicable

Source: withlida.com, 20 October 2026, from FTA non-DTA natural-person requirements. These evidence labels do not remove the eligibility conditions above.

Individual: DTA purpose

The treaty checklist in the card, as of October 2026, lists:

  • Emirates ID and/or passport with an official entry/exit report.
  • A passport in every treaty-certificate application, as expressly clarified by the card's note.
  • Proof of UAE income or salary, if applicable.
  • Additional evidence required under the relevant DTA. Where it refers to UAE domestic residence rules, the applicable UAE requirements must also be met.

The passport note applies even though the opening checklist uses “and/or”. The FTA can assess treaty-specific evidence alongside these records. (FTA DTA natural-person requirements and notes, as of October 2026.)

Company: purposes other than a DTA

The non-DTA company checklist, as of October 2026, is:

  • Valid licence and lease agreement.
  • Certificate of incorporation.
  • UAE Corporate Tax registration number, if available.
  • Memorandum of association, the company's constitutional document.
  • Authorised signatory's Emirates ID and passport, with proof of authority to act.
  • Proof of effective management and control in the UAE, where applicable.

These are the FTA's non-DTA juridical-person requirements. The company's lease is a listed company document; the individual's permanent-home test is a separate assessment.

Company: DTA purpose

The DTA company checklist, as of October 2026, is:

  • Valid licence and lease agreement.
  • UAE Corporate Tax registration number, if available.
  • Certificate of incorporation.
  • Certified memorandum of association.
  • Authorised signatory's Emirates ID and passport, with proof of authority to act.
  • Proof of effective management and control in the UAE, where applicable.
  • Any additional evidence arising from the relevant treaty's residence provisions.

The certified memorandum is an express distinction in the FTA's treaty-company checklist.

How much does the FTA certificate cost?

The submission fee is added to the applicable review and electronic-issuance fee. All applicable fees must be paid in full before submission can be completed, according to the FTA service card, as of October 2026.

A Corporate Tax TRN is the applicant's Tax Registration Number for Corporate Tax.

Official componentAmountWhen it applies
SubmissionAED 50The application
Review and electronic issuance, Corporate Tax registrantAED 500Applicant has a Corporate Tax TRN
Review and electronic issuance, non-registered individualAED 1,000Natural person without a Corporate Tax TRN
Review and electronic issuance, non-registered entityAED 1,750Juridical person without a Corporate Tax TRN
Printed certificateAED 250 per copyEach requested hard copy, optional

Source: withlida.com, 20 October 2026, from the FTA fee schedule. The three review-fee rows are alternative applicant categories.

The reduced fee specifically concerns a Corporate Tax TRN. A VAT or other tax number does not establish that fee category. The card also excludes use of Corporate Tax Group credentials for the discount: a group is not itself an incorporated or established resident entity. Its members can apply individually, subject to the requirements. (FTA fee notes and application step 5, as of October 2026.)

Worked example: an individual without Corporate Tax registration

For an electronic-only application, the official components are AED 50 + AED 1,000 = AED 1,050. If the same applicant requests one printed certificate, the separately optional component is AED 250, making AED 1,050 + AED 250 = AED 1,300. These calculations use the FTA's October 2026 verified schedule.

This example prices those certificate components only. International-form courier charges, where relevant, are a separate matter below. The FTA states that applicable fees are not refundable if the application is rejected. Payment therefore does not establish approval. (FTA fee conditions, as of October 2026.)

Which period can it cover, and when can you apply?

A TRC covers the selected Tax Period or another 12-month period, rather than automatically covering the year after issue. A Tax Period is the period for which a tax return is required. A selected Tax Period must be current or prior. The certificate cannot cover an uncommenced future period or a period exceeding 12 months. (FTA service-card FAQ 2, as of October 2026.)

ApplicantWhen an application for the period can be made
IndividualAs soon as the UAE Tax Resident criteria are met
Company/juridical personAfter 3 months into the period, or after it expires; company must also have been established for at least 12 months
Government or Government Controlled EntityFrom 1 day into the period, or after it expires

Source: withlida.com, 20 October 2026, from FTA service-card FAQs 6 and 7 and conditions.

For a company, these are two separate checks: its establishment age and how far the requested period has progressed. The current-period timing rule does not remove the establishment condition. For an individual, the application becomes possible when the relevant criteria are met; an unfinished period is not automatically excluded. The applicant still supplies evidence for the selected purpose and period. (FTA service card, as of October 2026.)

How do you apply through EmaraTax, and how long does it take?

The current route is EmaraTax, followed by Other services and Tax Residency Certificate. EmaraTax is the FTA's online tax-services platform. The official certificate login page directs applicants to EmaraTax login. The following sequence follows the FTA service card, as of October 2026.

  1. Access the applicant's account

Use an existing EmaraTax account, create one, or link the account used for the former certificate portal. An EmaraTax profile is mandatory. Follow the official portal's current sign-in instructions.

  2. Open the certificate service

Choose Other services, then Tax Residency Certificate. Select the applicant's Corporate Tax TRN if available/applicable. Otherwise choose No Tax Registration Number, subject to any treaty-specific registration requirement.

  3. Identify the purpose and period

Choose DTA purpose and the other country, or other purpose. Complete the selected period and remaining application fields. The evidence must support that applicant, purpose and period.

  4. Upload evidence and request any extras

Upload the relevant checklist documents. This stage also includes requests for printed certificates and FTA attestation of an international form, a residence-confirmation form supplied by another jurisdiction.

  5. Pay the full fees, then submit

Settle the full applicable submission and review fees, together with applicable requested extras, before completing submission.

Application time, authority processing and courier delivery

The card's 10-minute submission estimate describes completing the application, rather than gathering the evidence or receiving a certificate. Its FTA targets have different starting points, as published in October 2026:

StagePublished targetClock starts from
TRC review and issuance10 business daysReceipt of the completed application
Requested hard copy5 business daysCompletion of the relevant fee payment
International-form attestation10 business daysReceipt of the completed form and payment of related fees
Hard copy and international form requested together10 business daysSubmission of the international form to the FTA; hard-copy processing waits for it

Source: withlida.com, 20 October 2026, from FTA published processing targets. These separate targets are not an end-to-end delivery promise.

Courier transit is distinct from completing the online form and FTA processing. The card says printed certificates are delivered by courier, but does not publish a separate courier-transit allowance. Its targets therefore do not establish a particular arrival date. (FTA processing and delivery details, as of October 2026.)

If another jurisdiction supplies an international form

FTA stamping is included in the TRC processing fee. The applicant must complete and sign the form; a company also stamps it. Its country and 12-month period must match the related TRC. An electronic form or scan can be attached to the application. Where a hard-copy form is requested, the applicant sends it to the FTA by courier and bears applicable return-courier fees, or collects it from the relevant FTA office. The card gives no courier amount for this example. (FTA service-card FAQ 3, as of October 2026.)

If the international form is not submitted, or its application fee is not paid within 30 business days, the stamping request will not be processed; the card requires a new application, form and payment. If a hard copy and international form were requested together, the card also provides an official-channel route to cancel the form request and request only the hard copy, quoting the TRC reference. (FTA processing conditions, as of October 2026.)

How is the certificate downloaded and verified?

After approval, the request displays a download icon in the EmaraTax TRC platform, and the digital certificate is also sent to the registered email address. The FTA links retrieval to approval and payment. (FTA download step and FAQs 1 and 5, as of October 2026.)

For a requested printed certificate, the application address is used for courier delivery. A different delivery address must be stated when completing the application. The card limits delivery to addresses within the UAE. (FTA delivery FAQ, as of October 2026.)

To check authenticity, scan the barcode on the issued certificate, or follow the Certificate Verification link under FAQ 9 on the official FTA service card. Verification concerns the issued certificate's authenticity; it does not determine another jurisdiction's tax treatment. (FTA verification FAQ, as of October 2026.)

Frequently asked questions, verified 20 October 2026

How do I download a tax certificate from the FTA?

For an approved TRC, open the request on EmaraTax's Tax Residency Certificate platform and use its download icon. The digital certificate is also sent to the registered email address. (FTA service card, as of October 2026.)

Who is considered a tax resident in the UAE?

For an individual under domestic rules, the routes are 183 days, the conditional 90-day route, or usual/primary residence together with the centre of financial and personal interests. Treaty applications require the relevant treaty's tests. (FTA guide, sections 5.2 and 6, October 2024 edition, checked October 2026.)

Is a Tax Residency Certificate compulsory?

The FTA describes a certificate issued following an application and review. That does not establish a blanket requirement for every UAE resident. The recipient's stated requirement, purpose and period identify the certificate being requested. (FTA service description, as of October 2026.)

What does tax residency mean?

It is a status assessed under a particular domestic rule or treaty for the relevant period. Holding UAE residence permission is one possible fact in that assessment; it does not alone settle the full test. (FTA guide, sections 5.2 and 6, October 2024 edition, checked October 2026.)
