For a household leaving Dubai permanently, the strongest sequence keeps payment and verification access available until cancellations and refunds finish. Dubai Electricity and Water Authority (DEWA), as of October 2026, lists AED 125 for small-meter deactivation plus separate Knowledge and Innovation fees; its final-bill target is 24 working hours from the requested disconnection date and time. Housing, employment and family residence have separate completion records.

Last verified: 17 October 2026. Official rules, service targets and published fees below were checked as of October 2026.

What depends on what when leaving Dubai permanently?

Housing, employment and school tasks can run alongside each other; bank and phone decisions need to account for the payments and verification still attached to them.

The home-handover evidence is an organisational record, not a published government checklist. An application receipt alone does not establish every linked task is complete.

A move between Dubai homes follows a different path: the household is arranging a new address and services, rather than ending its Dubai residence and employment because of permanent departure. The moving-to-Dubai guide covers the setup journey. Here, the housing decision is when the old home can be handed back while the household still has access to the services needed to finish its departure.

How do tenancy and utilities close?

The home handover, Ejari record and DEWA account each need their own evidence; completion of one does not settle every payment attached to the others.

Tenancy settlement and Ejari cancellation

The written departure arrangement can record the handover date, inspection, keys, outstanding rent and deposit reconciliation. These are household planning records to confirm against the signed lease and the agreed settlement.

Dubai Land Department's cancellation service, as of October 2026, lists the Dubai REST app, the DLD website's Ejari system and Real Estate Services Trustee Centres. Its description refers to an expired tenancy for a vacated property. Its trustee document list also addresses an active contract: the contract must be presented, with a letter from the property owner requesting cancellation. The list also requires the applicant's Emirates ID, the UAE identity card, and an official power of attorney where a representative acts.

The channel depends on the parties and how the property is managed. DLD's app conditions require an individual tenant and landlord and updated owner data. Its trustee conditions exclude property managed by a real estate company or an owner with Ejari system access; the system has its own owner, representative and company conditions. This is why a tenant's intended move-out date does not by itself select the cancellation route.

DLD lists no charge through the app or system, and a service partner fee of AED 40 plus VAT through a trustee, as of October 2026. An approved online request produces an email. The detailed Ejari cancellation guide explains the record and evidence without treating administrative cancellation as a full tenancy settlement.

DEWA move-out and the integrated route

Dubai Electricity and Water Authority's move-out service, as of October 2026, requires all previous bills to be paid before the request. The account holder selects the move-out date and time, provides accessible mobile/email details and chooses the applicable deposit-refund method.

The sequence is:

  1. Settle earlier bills and select the correct DEWA account.
  2. Select the disconnection date and time around the actual home handover. Record both, rather than only the flight date.
  3. Submit the request and retain its reference. DEWA takes final readings for the move-out and produces the final bill.
  4. Reconcile the deposit against that bill. A shortfall is payable immediately; a remaining credit follows the selected refund route.
  5. Retain the clearance certificate issued automatically after final-bill settlement, and separately record whether the refund has arrived.

DEWA's published deactivation target is within 24 working hours from the selected date and time. Its final-bill target is within 24 working hours from the requested disconnection date and time. The page defines working hours as Monday to Saturday, 7am to 8pm, as of October 2026. These are service targets tied to the selected move-out time, not a refund-arrival promise.

For residential Ejari cases with a single premise number, DEWA describes an integrated route: the owner's Ejari cancellation request triggers an email link to the tenant. The tenant settles outstanding amounts, selects deactivation and refund details, and settles the final bill. DEWA shares clearance with the tenant and RERA, the Real Estate Regulatory Agency, so the cancellation can continue. An applicable refund is processed using the selected method. The same page directs other cases, including businesses, owners and Free Zone cases, to Dubai Now or DEWA's digital channels. The integrated residential route is not a universal closure route.

When do work permits and family visas cancel?

Two dependencies meet at the employee sponsor's residence cancellation: the employment route needs its work-permit record, and sponsored family residence must already be cancelled.

The UAE Government's residence guidance, as of October 2026, says that employer- or family-sponsored residents leaving permanently must have their residence officially cancelled, normally by their sponsor. It places employment contract/card and work-permit cancellation before employment residence cancellation, and dependants' residence cancellation before the sponsoring individual's own residence.

For Dubai, the GDRFA cancellation card, as of October 2026, lists the sponsor's and sponsored person's passports and, for private-sector employees, the Ministry of Human Resources and Emiratisation work-permit cancellation extract. GDRFA is Dubai's residence authority; its listed channels include digital services and Amer service centres.

The official employment sequence includes an employee-signed acknowledgement that wages and end-of-service benefits have been received. A settlement estimate, a signed document and the actual payment record are separate evidence. GDRFA's linked service card provides the Dubai application documents, channels and published charge components.

There is no single departure deadline applied to every household in this checklist. The UAE portal describes category-dependent periods, while the generic GDRFA card uses its own stated period. Each person's cancellation record and applicable deadline need confirmation with GDRFA or Amer. Other employment authorities and sponsorship categories require their own route confirmation.

Which payments and refunds remain?

Published cancellation charges are only one part of departure cash flow; refundable deposits, final consumption and contractual liabilities remain separate until reconciled.

The partial ledger below assumes one employed sponsor, a spouse and one child, three residence cancellations, one rented residential premise, small DEWA meters, eligible free digital Ejari cancellation and no discounts. It totals published service components, without assuming who ultimately pays each item.

Source: withlida.com, 17 October 2026, calculated from DLD, DEWA and GDRFA, as of October 2026. This is a partial official-cost ledger, not an all-in departure price or a quote for a household.

Meter type changes the DEWA line. Small meters give AED 125 + AED 10 + AED 10 = AED 145. Large meters give AED 300 + AED 10 + AED 10 = AED 320, using the same DEWA schedule. Channel changes also matter: a trustee Ejari route instead carries DLD's AED 40 plus VAT service partner fee. Amer, employment-authority and other applicable channel charges are outside the subtotal.

The open-money list remains separate: tenancy settlement and landlord deposit; final utility consumption and deposit credit; bank/card/loan liabilities and product charges; the operator's telecom exit quote; school fees, applicable refunds and certificate charges; movers, shipping and travel. Vehicle export is an optional separate ledger below. Refunds are receivables to track, not amounts silently deducted from the service-fee subtotal.

For employment, the UAE Government's private-sector benefits page, as of October 2026, states that outstanding wages, other entitlements and gratuity must be paid within 14 days of contract termination under that framework. Traditional gratuity uses basic salary rather than the full allowance-inclusive package. The gratuity calculation guide explains the calculation and alternative-scheme scope. The household's ledger records the employment end date, stated settlement, receiving arrangement and actual receipt separately.

How are banking and phone access retained until tasks finish?

A workable departure sequence preserves an accepted way to receive money and complete verification until the tasks using it are finished.

This is a planning inference from the cited workflows, rather than a rule that every UAE bank account or mobile number must stay open. DEWA requires accessible registered contact details. Its IBAN refund route, a transfer using the bank account's international account number, requires bank proof with a beneficiary name matching the DEWA customer. Its instructions send verification codes to registered email and mobile details. A pending refund can therefore still depend on an accepted receiving account and accessible contacts after the home is empty.

DEWA's published refund options, as of October 2026, include IBAN, transfer to another own active DEWA account and cheque subject to channel conditions; the form also offers applying for the refund later. The journey map limits IBAN refunds to amounts up to AED 200,000 and cheque refunds to amounts above that figure. Refund-method selection and final-bill issuance do not establish the date funds reach the household.

HSBC example: what must finish before closure?

HSBC UAE's account-closure instructions, as of October 2026, require amounts owed to be repaid, payments into and out of the account to be cancelled or rearranged, pending transactions to clear and the account balance to be zero. Products dependent on the current or savings account need to be resolved first. Its phone route also involves identity verification.

This is a clearly labelled HSBC example. It does not mean every departing resident must close every UAE account. The relevant bank needs to confirm the account's permitted status after departure, any non-resident arrangement, required identity/address updates, remote verification and how pending credits or liabilities will be handled. A bank-confirmed arrangement is a firmer completion marker than assuming an app will continue to work unchanged.

Phone cancellation and the verification handover

e&/Etisalat's leaving-UAE page, as of October 2026, gives 800-6665 for cancelling postpaid or eLife services. It advises cancellation at least 48 hours before departure and says its agent checks outstanding balances and applicable exit fees. That is operator guidance, not a legal departure deadline or a universal cancellation fee. The page also says service disconnection is immediate.

The planning consequence is to confirm a working replacement verification/contact arrangement with each affected provider before cancelling the number it still uses. Where continued number access is requested, eligibility, registration, overseas operation and duration need the operator's own confirmation. This guide makes no product recommendation and assumes no number remains available indefinitely after residence cancellation.

What records leave with the household?

The household's portable record is strongest when it includes both the official cancellation evidence and the money still awaiting reconciliation.

For schooling, KHDA's parent guidance, as of October 2026, makes a useful distinction: a child transferring within Dubai needs a transfer certificate; a child leaving Dubai may need a student leaving certificate proving the years of schooling in Dubai. The child's school provides the relevant certificate and ensures KHDA verification. KHDA is Dubai's private-school regulator. The destination school's requested records help determine what the family asks its current school to supply.

An organisational departure folder can contain:

  • Passports and copies of relevant identity/residence records, plus each person's cancellation confirmation and individually confirmed deadline.
  • Work-permit cancellation evidence, employment end documents, settlement breakdown and payment records.
  • The tenancy agreement, written settlement, inspection/key handover evidence and approved Ejari cancellation record.
  • DEWA request reference, selected move-out date/time, final bill, payment/clearance record and refund reference.
  • Bank statements, the bank-confirmed account arrangement or closure evidence, and outstanding-liability/payment records.
  • Telecom cancellation references, final settlement and confirmed replacement contact details.
  • School-issued, KHDA-verified leaving documentation and the reports or learning records requested by the receiving school.
  • Export and shipping documents if the vehicle branch applies.

This folder is an editorial organisation tool, not an additional official requirement. HSBC's closure page specifically notes that online statement history stops being available after account closure, as of October 2026, which makes statement collection a task to finish before that closure.

What changes if the household exports a vehicle?

Vehicle export adds a separate RTA registration-and-plate process, and changes when the car can still serve the household's everyday journeys.

RTA's export-certificate service, as of October 2026, distinguishes export outside the UAE from transfer to another emirate. Its workflow selects the export method, including shipping or driving out, handles the plates and issues the certificate and receipts. The digital route includes a one-time password and confirmation through UAE Pass, the UAE's digital identity service, another reason to account for service access while the branch is unfinished.

RTA states that completion cancels the vehicle registration and ends its fitness for normal road circulation in Dubai. The route includes handing over the existing plates, with export plates depending on the selected arrangement and insurance. Export plates do not restore ordinary local use; the card restricts driving to roads leading out of the country. The household's remaining school trips and home handover therefore need to fit around this change.

For a light vehicle with unchanged ownership, RTA lists AED 50 for the certificate plus AED 20 Knowledge and Innovation, totalling AED 70 without export plates. Adding AED 70 export plates gives AED 140, as of October 2026. These optional figures sit outside the AED 505 household subtotal. Testing where applicable, insurance, shipping, destination requirements and any other applicable liabilities or services remain separate; the live RTA selection determines the relevant branch.

What would a household departure sequence look like?

A hypothetical employed sponsor, spouse and school-age child can organise departure around completion evidence, without assuming that everything finishes on flight day.

  1. Agree the linked dates and receiving arrangements

The household records its employment end arrangement, school leaving requirements and agreed tenancy handover. It asks the bank and operator how residence-status changes affect the intended receiving account and verification contacts. These are planning actions, not fixed statutory lead times.

  2. Start the parallel housing, employment and school branches

The owner and tenant use the eligible Ejari channel. The household pays previous DEWA bills and, for this example, selects 10am on the agreed home-handover day for move-out, after its planned removal and cleaning. This is an illustrative selected time, not a DEWA recommendation. The employer and family sponsor arrange their respective cancellation branches, and the school prepares the requested records.

  3. Collect cancellation and settlement evidence

Family residence cancellation and the applicable work-permit extract precede the employee sponsor's residence cancellation. The household records each confirmed personal deadline. It reconciles the DEWA final bill and deposit, retains clearance and approved Ejari evidence, and records which employment, landlord or service payments are still open. DEWA's working-hour targets remain distinct from refund receipt.

  4. Finish money and contact tasks against the open list

A DEWA refund still marked pending remains an open receivable. The household follows its bank-confirmed receiving/closure arrangement and completes the operator's agreed cancellation path only with the required verification alternative in place. Each outstanding item retains an owner, reference, accepted contact route and next action. The household carries the evidence folder and follows up on unresolved money using those arrangements.

Frequently asked questions, checked 17 October 2026

Can I leave the UAE without closing my bank account?

The cited HSBC page explains how its accounts close; it does not establish a rule requiring every departing resident to close every UAE account. The relevant bank must confirm the permitted account status, any non-resident arrangement, liabilities and verification requirements, as of October 2026. Pending refunds need an accepted receiving route.

Can I leave the UAE without informing my employer?

For the employer-sponsored route, the UAE Government's guidance places employment/work-permit cancellation before residence cancellation and normally gives the sponsor the cancellation role, as of October 2026. Permanent departure does not itself complete those processes. Employment notice and settlement arrangements require confirmation against the applicable employment framework and contract.

What documents do I need when leaving Dubai permanently?

For administrative closure, the useful record includes passports, applicable employment and residence cancellation confirmations, housing and utility evidence, bank/telecom records and the child's relevant school leaving certificate. GDRFA and KHDA specify the respective documents described above, as of October 2026. This administrative folder is separate from travel-document and destination requirements, which need their own confirmation.
