Dubai driving licence conversion depends on the issuing country, nationality and licence category. As of 17 October 2026, the Roads and Transport Authority (RTA) lists AED 1,050 for general exchange and AED 1,070 for the Singapore route, with different eye-test treatment. The live country selector determines whether exchange applies to your case.

This guide covers residents exchanging a foreign licence. The moving-to-Dubai guide connects the wider residence, school, home and commute tasks. Establishing the driving route helps a household compare prospective homes against its actual school and workplace journeys.
Which foreign driving licences can be exchanged in Dubai?
RTA permits exchange for residents holding valid licences from eligible issuing countries, subject to the country and category conditions on its general exchange service card, as of October 2026.
The card contains an explicitly labelled 20-country exception table, from which the examples above are taken. Those four rows also state that all licence categories are exchangeable. That table sits alongside a wider live country selector; it is not the complete list of every permitted exchange arrangement.
For another issuing country, the live selector supplies the nationality scope, translation requirement, surrender requirement and replaceable vehicle categories. A country name appearing in a list does not, by itself, settle all four questions. The actual licence must also be valid.
Does nationality matter, including with two passports?
Nationality matters according to the selected country's conditions; it does not universally have to match the licence's issuing country. The RTA table, as of October 2026, expressly gives the four examples above an “All countries” nationality scope.
A French-issued licence held by someone without French nationality therefore matches that row's nationality condition. It still needs to meet the remaining exchange requirements. This distinction separates where the licence was issued from which nationality the holder has.
Dual-passport cases have an additional condition. RTA's general-card FAQ says that someone who entered Dubai using a passport outside the exception countries must open a new traffic file, the applicant's driving-licensing record, and apply for a new licence. The Singapore card separately refers to residence recorded against a passport from an unauthorised or non-exception country, as of October 2026. RTA must confirm how the entry and residence records affect an individual case; the examples table alone cannot resolve it.
Residence issued by another emirate also needs the correct service branch. The general card's relevant document list includes the company's Dubai and visa-issuing branch trade licences and a letter verifying employment at the Dubai branch. Its FAQ does not make a Dubai tenancy contract sufficient by itself and directs personally sponsored applicants to the emirate issuing their residence, as of October 2026.
Which documents, translations and originals are required?
For the standard Dubai-resident exchange branch, RTA lists a valid Emirates ID, valid electronic eye test and original foreign driving licence, as of October 2026. Emirates ID is the UAE identity card; the electronic eye test is the driving eyesight assessment recorded through an accredited provider.
The online journey also requires a licence copy and a legalised translation where applicable. Uploading the documents starts the process; RTA's website steps still require presentation of the original driving licence at a Customer Happiness Centre to complete the transaction. The original is handed over only where surrender is required.
Translation is country-specific. Japan's identified row requires a legalised translation; Britain, France and Germany say no. This is why the selected country's requirement is more useful than assuming that every non-English licence needs the same treatment.
RTA also requires an issuing-country consulate or embassy certificate verifying the licence data if the licence lacks security signs, as of October 2026. If a Dubai training file was opened because an earlier licence came from an unauthorised country, the card requires a Clearance Certificate and embassy or consulate verification of licence data when a later exception-country licence is submitted for exchange. That history belongs in the application review.
How much does Dubai driving licence conversion cost?
RTA's published service examples total AED 1,050 for general exchange and AED 1,070 for Singapore exchange, as of October 2026. They contain different components, so they do not establish two comparable all-in quotes for every applicant.
Source: withlida.com, 17 October 2026, recomputed from RTA service 121 and RTA service 122, as of October 2026. “Not listed” describes that exchange schedule, not an exemption decision for an individual applicant.
General exchange: AED 200 + AED 600 + AED 50 + AED 180 + AED 20 = AED 1,050.
Singapore exchange: AED 200 + AED 100 + AED 50 + AED 400 + AED 300 + AED 20 = AED 1,070.
The general card separately states that eye tests cost AED 140 to AED 180, depending on the centre, as of October 2026. Its displayed AED 1,050 total uses AED 180. That note describes the eye-test component; it is not a second eye-test charge to add to the total.
Singapore's schedule requires a valid electronic eye test but does not price it within AED 1,070. The provider must confirm that separate amount. The general card's eye-test rate is not a Singapore-route quote.
Optional delivery and any required translation or certification are separate. The general card lists standard delivery at AED 20, same-day delivery at AED 35, delivery within two hours at AED 50, and international delivery at AED 50, as of October 2026. These describe delivery options, not the time to complete an application. Translation and certification need their own quotes.
Both exchange cards display “Updated on: 8 October 2026.” This is their service-card update date, not evidence that a new rule took effect that day. Their separate add-category schedules are outside this new-exchange comparison.
For household planning, record the confirmed driving application charge separately from vehicle and ongoing travel spending in the Dubai cost-of-living budget.
What is different for a Singapore driving licence?
The Singapore exchange card requires Singapore nationality, a valid Singapore-issued licence and a Knowledge Test, as of October 2026. It covers light vehicles and motorcycles.
RTA lists the original Singapore licence plus a copy, a valid Emirates ID, a valid electronic eye test and Knowledge Test results. The card states that translation and surrender of the original licence are not required. It also requires attendance in person.
The application channel is a listed driving institute. Its published sequence is document submission and licence-data verification, opening a traffic file if needed, booking the Knowledge Test, paying the fees, passing the test and receiving the licence.
If the Singapore licence lacks security signs, RTA requires verification of its data from the Singapore consulate or embassy, as of October 2026. The separate passport condition also remains relevant. Holding a Singapore-issued licence alone does not establish eligibility for this route.
How do you apply for the general exchange route?
The general route can start on the RTA website or at a listed centre, but the published online sequence still includes original-document presentation, as of October 2026. The card lists Customer Happiness Centres and vehicle registration and inspection centres alongside the website; its current channel list identifies the participating locations.
Confirm the applicable country and applicant branch
Use the live licence-origin selector and read the nationality, category, translation and surrender conditions. Identify any dual-passport, other-emirate residence or existing-training-file issue before treating the route as settled.
Start the application and submit records
On the website, enter the requested identity details, such as Emirates ID or passport information, and verify the code sent to the registered mobile. Submit the personal information, licence details and requested uploads, including any applicable legalised translation. Retain the application reference. At a listed centre, staff verify the records and open a traffic file if needed.
Complete the eye test and present the original
The website sequence includes an accredited electronic eye test and a visit to a Customer Happiness Centre with the original foreign licence. Surrender applies only where the selected country conditions require it.
Review payment and receive the licence
RTA's online sequence sends an SMS for payment through its website. Review the actual fees and delivery choice. The issued licence is available digitally; the general card also lists physical collection through self-service machines or delivery. The centre route describes receipt of the licence at the centre.
These steps describe general exchange. Singapore follows its institute and Knowledge Test sequence above. Neither sequence establishes a fixed end-to-end completion time for every applicant.
What happens if your licence cannot be exchanged?
When exchange is unavailable, RTA's new-licence service provides the alternative application, training or test route, as of October 2026. A foreign licence does not automatically remove the required tests.
The regular journey includes selecting a driving institute, supplying the applicable records, completing an eye test, meeting training requirements and taking the required Knowledge, Yard and Road Tests. Prior valid light-vehicle driving experience can affect the training requirement; the selected application branch determines what applies.
RTA also describes a “golden chance” for holders of a previous unexchangeable licence: one opportunity to take the Knowledge and Road Tests without prior training hours. Its FAQ says the system verifies eligibility from the licence data submitted. If the Road Test is not passed, the card requires training based on previous experience without repeating the theory part, as of October 2026.
That is a test route with eligibility conditions, not an exchange or a promised result. Its actual institute, training and test charges need a separate schedule; neither exchange total above prices the complete alternative journey.
Frequently asked questions, checked 17 October 2026
How much does it cost to convert a driving licence in Dubai?
As of October 2026, RTA's general exchange schedule totals AED 1,050, including an AED 180 eye test. The Singapore schedule totals AED 1,070 but leaves its required eye test unpriced. These are service examples; optional delivery and any required translation or certification remain separate.
Do all foreign licence holders need the Knowledge Test?
The Singapore card explicitly requires it, as of October 2026. Other applicants follow the general card's live eligibility conditions or the new-licence test route where exchange is unavailable. The Knowledge and Innovation fee is not itself a Knowledge Test charge.
Can I convert my foreign driving licence entirely online?
The general exchange card permits an online start but requires original-licence presentation at a Customer Happiness Centre, as of October 2026. The Singapore card requires attendance in person through a listed driving institute.
Do I have to surrender my foreign driving licence?
The country conditions control this. The four identified examples above say no; RTA's general card separately requires GCC nationals exchanging a valid GCC licence to surrender it, as of October 2026. GCC means Gulf Cooperation Council. Presenting an original for verification and surrendering it are different requirements.
Can I exchange an expired foreign licence?
Both general exchange and Singapore exchange require a valid foreign driving licence, as of October 2026.
