Dubai Land Department lists 25 minutes as the service time for Property Sale Registration, but that clock starts after the overseas seller's authority and transfer evidence are ready. A power of attorney is therefore not the whole file: it must reach the trustee as a usable, current instrument whose scope, attestation and translation can be checked against the sale acts it is meant to cover (DLD, page updated 23 September 2026).
The POA is one record in a five-stage evidence chain
The decisive distinction is between creating authority and registering the sale. Dubai Courts handles ratification of the POA and the formalities attached to a foreign document, while DLD handles the property transfer record. Each stage answers a different question.
This is an evidence map, not a statement that any of these records already exists for a particular sale. It also keeps a common category error out of the file: MOFA attestation authenticates signatures and seals, while DLD decides whether the representative and transfer evidence support the registration being presented.
Scope must match the acts the representative will perform
The instrument is usable only to the extent that its wording covers the acts placed in front of the representative. DLD's current page says a legally authorised representative may act in a sale registration, and Dubai Courts' service asks for evidence concerning the conferred powers and a title deed where the POA relates to property. Neither page publishes one universal clause set for every resale.
Build a scope matrix before the instrument enters the transfer file:
The table is a reading checklist, not draft wording. Property identifier, seller identity, representative identity and the intended acts must be reconciled with the actual transaction. Any authority concerning money deserves its own line because signing for a transfer and receiving sale proceeds are different acts.

A foreign POA follows the issuing-country route before DLD review
The foreign-document route is a chain, not a single embassy stamp. UAE MOFA says the appropriate route depends on the issuing authority and document type, and that documents issued outside the UAE proceed through the relevant UAE mission. Applicants must check that mission's current service because electronic availability varies by location (MOFA, accessed 26 September 2026).
Fix the intended acts
List the acts the representative is expected to perform, then have the instrument prepared and reviewed through the competent official route. Do not begin with a generic validity assumption or an unexplained template.
Complete the issuing-country formalities
Follow the competent-authority sequence for the country where the document is issued. The exact first authority is country-specific, so the relevant UAE mission's current instructions control the route.
Complete UAE mission and MOFA attestation
Dubai Courts lists the issuing country's Ministry of Foreign Affairs, the UAE Embassy in that country and UAE MOFA for foreign-issued documents. MOFA describes attestation as authentication of the signatures and seals, not approval of the commercial bargain.
Prepare the accepted language form
Dubai Courts says a document not in Arabic requires a legal translation certified by the UAE Ministry of Justice. Keep the attested source document and its translation linked as one evidence branch.
Pre-check the transfer use
Before the transfer appointment, ask the notary or trustee to confirm the current presentation format, original or digital-verification requirement, and whether the instrument's wording covers the planned acts.

Build the DLD transfer file in three layers
The transfer file is clearest when its core DLD records, POA evidence and transaction-specific records are kept separate. DLD's public sale-registration page is the fixed starting point, not a complete forecast of every document a particular trustee may request.
DLD says the trustee employee verifies the submitted documents, identifies deficiencies, uploads the required records to the digital vault and enters the transaction for audit. Payment follows the audit, and the issued outputs include an electronic title deed and map (DLD, page updated 23 September 2026).
For the overseas owner, the handoff pack should make identity continuity obvious. Names, passport details, property identifiers and the principal-attorney relationship should be consistent across the instrument, attestations, translation and DLD records. A mismatch is not solved by adding more unrelated documents.
No sale and purchase agreement, valuation, offer, receipt, bank statement, completion statement or payment instrument is assumed in this guide. Those records belong only if the real transaction creates them. The verified completion-day payment map explains that separate branch of the file.

Expiry, substitution and revocation are separate checks
No single validity number should be inserted into a Dubai property-sale POA without a current primary source that applies to the instrument. The official DLD and Dubai Courts service pages reviewed on 26 September 2026 do not state one universal duration for every property POA.
The active federal Civil Transactions Law is Federal Decree by Law No. 25 of 2025, effective 1 June 2026. It also states that contracts concerning immovable property are governed by the law of the property's location (UAE Legislation, accessed 26 September 2026). That is another reason not to recycle article numbers or validity claims from the repealed 1985 law.
The useful evidence question is not simply "Is there a POA?" It is "Does the current, authenticated instrument cover this representative, this property and these intended acts, with no unresolved expiry, substitution or revocation issue?"
Official fees and service time are not the end-to-end timeline
The published numbers describe specific official stages, not a forecast for the whole overseas sale. As of the cited page dates:
MOFA does not state one universal fee for every foreign document on the service page pulled for this guide. It directs applicants to the current attestation guide and calculates the applicable route by document and issuing authority. Any translation, courier, issuing-country or professional cost is similarly document-specific and is not included in the table.
Send one pre-check note before the transfer appointment
The most efficient checkpoint is a single, document-specific query to the relevant notary or trustee. Identify the issuing country, whether the source is Arabic, English or another language, the document format, the named principal and attorney, the property identifier, the acts the attorney is expected to perform, and whether substitution is contemplated.
Ask for confirmation of four points: the remaining attestation step, the accepted translation form, whether the instrument covers the intended transfer acts, and which originals or digitally verifiable records must be presented. That answer is part of the evidence trail. It does not replace the instrument or DLD's audit.
