RERA Dubai regulates real estate activities as a public corporation affiliated with the Dubai Land Department (DLD). Law No. (4) of 2019, issued on 4 September 2019, transferred lease-registration functions to DLD. Rental claims have a separate Rental Disputes Center (RDC) route. These roles, verified 28 October 2026, identify the right official service and the record it can provide. Sources: Dubai legislation, RDC rental-case service.

What is RERA in Dubai?

RERA is the Real Estate Regulatory Agency, a public corporation affiliated with DLD under Article 2 of Dubai's Law No. (4) of 2019. Its role is regulatory: setting professional rules, licensing and monitoring property activities, and supervising specified parts of the sector. The official legislative text was verified as of October 2026.

Affiliation describes the institutional relationship. Legal personality means the agency has its own legal capacity under the law. Together, those provisions explain why RERA has defined regulatory powers while readers encounter many associated services on DLD's website.

The law refers to RERA's establishment under Law No. (16) of 2007. Article 10(a) expressly supersedes that earlier law. A description of RERA's origins and a description of its later statutory functions therefore answer different questions. For today's routing question, the transfer of lease functions in the later legislation matters directly.

The date also needs care. The law was issued on 4 September 2019. Article 11 says it takes effect on publication in the Official Gazette, the government's formal publication of legislation. The issue date is not labelled as the Gazette publication date in the opened text. Both points come from the same official law, verified as of October 2026.

For a tenant, the useful consequence is practical: the word RERA alone does not identify the document being requested. A registration certificate, regulatory response and rental judgment each has its own route. The agency's broad sector role helps explain those services, but the requested record determines the service that fits.

How does RERA differ from DLD?

RERA is affiliated with DLD, and the legislation assigns them distinguishable functions. Article 10(b) of the 2019 law, verified as of October 2026, provides that DLD succeeds RERA in lease-contract registration, regulation of landlord-tenant relationships and the other lease-contract functions specified in applicable legislation.

That provision is broader than a change of website branding. It expressly identifies the institution taking over those functions. Calling Ejari a DLD tenancy-registration service reflects that allocation and the current service card.

The distinction also explains how a RERA-regulated subject can have a DLD enquiry page. Project oversight is a statutory regulatory function; Project Status Enquiry is the named public service through which a reader requests project information. One describes authority, the other describes access.

Dubai REST is an official DLD app channel named on several of the service cards below, as of October 2026. An app is the access channel. The organisation responsible, the service selected and its output still need to be identified separately.

Separate DLD, RERA and RDC channels labelled Ejari certificate, conduct review and rental judgment
Different tasks lead to different records. Conceptual routing illustration, not an official interface. Source: withlida.com, 28 October 2026.

The table's best-fit approach follows that distinction. Someone seeking a lease certificate matches a registration service. Someone asking for a decision on a rental claim matches the relevant RDC process. The fact that both matters concern the same home does not make the records interchangeable.

What does RERA regulate?

RERA's remit extends across property professions, development oversight and jointly owned property. Article 5 of the 2019 law sets out the following functions, verified as of October 2026.

Regulatory subjectWhat the law assigns to RERARelevance to a reader
Property professions and activitiesRules, licensing, monitoring, registers, identification cards and qualification-related bylawsExplains professional registration and conduct oversight
Development escrowRegulation, audit and monitoring of accounts; approval of qualified account-managing institutionsConcerns the supervised accounts used for property-development funds
Development projectsProject approvals and monitoring of completion percentagesExplains the regulatory context of project-status information
Jointly owned propertyOversight of relevant accounts, management, operation, maintenance and common facilitiesConcerns buildings and land with individually owned units and shared parts
Property advertisingRequired content approvals and monitoring in coordination with competent entitiesConcerns the regulatory treatment of property advertising
Complaints about property activitiesConsideration and investigation of complaints against persons conducting those activitiesExplains the professional-violation reporting remit

Source: withlida.com, 28 October 2026, paraphrasing Article 5 of Law No. (4) of 2019, as verified in October 2026.

An escrow account is an account in which development funds are held under the applicable regulatory arrangements. Its supervision is a different question from a particular project's physical progress. Likewise, jointly owned property means a building or subdivided land with individually owned units and shared parts. That is why management accounts and common facilities appear in the same regulatory framework.

The same article also covers proposed legislation, awareness programmes, national participation in the sector and supply-and-demand policies and studies. Those broader duties help explain RERA's institutional role. They do not create a single application through which a reader can obtain every property-related document.

The public-service route remains specific. A person asking for an approved building charge needs the matched charge record. A person checking a development needs the matched project response. Neither enquiry, by itself, resolves a private contractual disagreement.

Who registers leases in Dubai?

DLD provides the current Register / Renew Tenancy Contract service through Ejari. The official service card, verified as of October 2026, names the issued document as an e-Contract Registration Certificate and lists website, Dubai REST and trustee channels.

That answers who provides the official registration. Who can submit through a particular channel is a separate eligibility question. The card sets different conditions for mobile applications, system users and trustee-office applications. For example, its mobile conditions concern individual tenants and landlords and current owner data. Owner, company and representative access through the system has its own authority requirements.

An agreed arrangement about who will handle paperwork does not establish that person's eligibility for every channel. The current DLD conditions and any required representation determine that part of the application. If the parties agree who handles registration or shares documents, confirm it in the contract.

The lease and its registration certificate also serve different purposes. The lease records the parties' agreed tenancy terms. The certificate is the registration output. A payment receipt documents a payment; the service card's approval and certificate stages identify the registration output itself.

The tenancy-contract guide explains the lease fields and terms. The Ejari guide covers the registration workflow and documents. For the current channel conditions and fee schedule, the official DLD service card is the verification source.

How do you check the RERA rental rate and service charges?

The official rental lookup is DLD's Rental Index; approved common-property fees have a separate Service Charge Index. The two services answer different cost questions, according to their official pages verified as of October 2026.

The Rental Index form asks for property and tenancy details, including the contract end date and property type. Its residential search offers routes using an Ejari contract number, a DEWA premise number or area details. DEWA is Dubai Electricity and Water Authority; its premise number identifies the serviced property.

Those fields explain why there is no single rental rate for the whole agency or city. A result belongs to the query actually entered. A displayed form alone supplies no calculated rent or permissible increase for an individual tenancy. The rental-index worked example explains how the result relates to the separate renewal questions.

For an owner checking common-property costs, the Service Charge Index describes enquiries about RERA-approved service fees. DLD's procedure selects project, use and year. It names Mollak, DLD's system for jointly owned property management, among its channels, as of October 2026.

The service-charge guide explains the approved-rate record and annual-cost mechanics. A rental-index response and a building charge record belong to separate enquiries, even where both concern the same apartment.

How do you make a complaint to RERA Dubai?

A professional-conduct or real estate activity violation is the subject of DLD's Complaint Against a Real Estate Company service. Its current service card, verified as of October 2026, requests supporting evidence and lists a notice by SMS and email as its issued response.

The published scope matters before the form. The card excludes rental complaints and directs them to the rental dispute centre. It also places contractual disputes, contract-revocation requests, refunds and indemnity outside this administrative service's jurisdiction. Its terms exclude transactions or contracts older than six months, as stated on the card and form in October 2026. That is the published intake restriction for this service; it supplies no general limitation period for every kind of claim.

The public intake begins with complaint-type and eligibility questions. It then collects party, company, property and supporting-document details. A category selection helps route information. It does not establish that the authority has accepted an allegation or reached a finding.

A complaint about the operation of a DLD service has its own route on the Real Estate Complaints page. That page also separates company-violation reporting from contractual-dispute enquiries, which it describes as automated responses, as of October 2026. An information response and a judgment have different purposes.

A non-numerical worked example

An unnamed tenant and landlord have a signed lease, and an intermediary has helped with the paperwork. The tenant wants a registration certificate, has a separate question about professional conduct, and disagrees with the landlord about a sum said to be due under the lease. These are hypothetical inputs, with no allegation about a real person or company.

Input in this exampleQuestion being askedRoute matching the stated scopeRelevant evidence or output
Signed lease and the parties' registration detailsCan this tenancy be registered through an eligible channel?DLD tenancy registrationRequired application material; certificate if approved
An identified professional act and supporting correspondenceDoes the information concern a regulated activity or conduct issue?DLD company-violation intake within RERA's remitEvidence for eligibility and review; the actual administrative notice
Lease terms, correspondence and payment records concerning the disputed sumWhat is the outcome of a rental claim within the service's jurisdiction?RDC's relevant rental-case processClaim evidence and the decision produced through that process

Source: withlida.com, 28 October 2026. Original hypothetical example based on the official DLD registration and complaint services and RDC rental-case service linked above. No application is submitted and no outcome is assumed.

The example shows scope, not a sequence of actions. It does not say that a conduct report must precede a rental case, that a claim is legally viable, or that any allegation is established. The same correspondence might be relevant to different questions; each service still evaluates the material within its own remit.

Where do rental cases go in Dubai?

RDC's Register First Instance Lawsuit (Rental) service is the official route described for disputes arising between landlords and tenants at the first degree of litigation. Its service card, verified as of October 2026, identifies First Instance Judgment as the issued document.

First instance means the initial level of adjudication addressed by that service. The card separates entering the case, verification and fee payment, attendance through tele-litigation and receipt of the judgment. Tele-litigation is participation through the online hearing system. The case-registration stage therefore has a different function from the eventual decision.

Published document categories include the latest Ejari lease, identity or company documentation, bank evidence of the plaintiff's IBAN and supporting claim records. An IBAN is the international bank account identifier. The card also specifies notice and service evidence for an eviction claim. It requires documents in Arabic or legally translated into Arabic, as of October 2026.

The official card contains the detailed document and fee requirements for this particular service. The nature of the claim affects which requirements apply. A general authority guide cannot determine the eligibility, merits or appropriate legal steps for an individual matter from its description alone.

This is the distinction behind a search for “RERA complaints against landlord.” If the subject is a rental claim, RDC's service scope is the relevant reference. If the subject is professional conduct, the regulatory intake has a separate purpose. The identity of a party alone does not answer which kind of decision or record is being requested.

How do you check a developer, project or broker?

DLD supplies separate developer, project and broker enquiries. Each enquiry matches a different subject, so an entry in one register cannot stand in for a result from another. The following describes the official interfaces verified as of October 2026, without assigning a registration or completion result to any person, company or development.

The Licensed Developers register displays developer names with office and licence-number fields. A corporate group's public brand and the legal entity named in a document may need matching. The directory entry is the record to read for the entity actually returned.

The existence of the register does not establish that a particular company appears in it. Equally, a matched developer entry answers an entity-registration question. A conclusion about a named project's status requires that project's own record.

Project: query the specific development

Project Status Enquiry allows an enquiry using a land number, project number or project name, according to DLD's procedure, as of October 2026. The service description concerns project details and completion percentage.

  1. Identify the project

The enquiry starts with the exact development name or its land or project identifier. A district, master-community name or group brand may describe a broader place or organisation.

  2. Read the matched response

The returned identity and fields determine what the enquiry establishes. A selected project or phase needs to match the subject of the question before its status information can be attributed to it.

  3. Keep the wording and date

A useful record preserves the identifier, the actual displayed status or completion wording and the retrieval date. A percentage, if returned, describes that record; a separate contractual handover obligation needs its own evidence.

This is a method for reading the official response. Opening the landing page, reaching a search box or seeing the description does not produce a project-specific completion result. No such result is asserted here.

Separate developer licence, project status and individual broker record categories
Match the subject to the record: developer, project and broker checks answer separate questions. Source: withlida.com, 28 October 2026.

Broker: match the person and associated office

The Licensed Real Estate Brokers directory displays individual broker names, broker numbers and associated offices, as of October 2026. An office name and a person's broker record identify different things. Reading them together helps establish which individual and company a displayed entry concerns.

“RERA registered” is therefore a starting description that needs a subject: a professional, an entity or a project. The exact matched record supplies the useful detail. The Rent hub connects these authority routes with the publication's separate tenancy and household-process guides.

RERA Dubai FAQ, checked 28 October 2026

Is RERA mandatory in Dubai?

RERA is the regulator, rather than the name of a universal document every resident obtains. The 2019 law assigns licensing and registration functions for property activities. The relevant activity and current service conditions determine the particular requirement, as verified in October 2026.

Are RERA and DLD the same organisation?

RERA is affiliated with DLD under Article 2. Article 10(b) assigns the former RERA lease-contract functions to DLD. The law, verified in October 2026, distinguishes those roles even though services share DLD channels.

Can the RERA company-complaint form decide a rental claim?

The company-complaint card excludes rental complaints and points to the rental dispute centre, as of October 2026. RDC's rental-case process and its judgment are separate from an administrative conduct response.

How do I check the RERA rate in Dubai?

The DLD Rental Index is the official lookup. Its property and tenancy fields define the query. No individual rent or increase follows from viewing the form alone, as verified in October 2026.

How do I check a RERA agent?

The DLD broker directory displays the individual broker record and associated office, as of October 2026. The matched person's record answers that enquiry; a developer or project entry answers a different one.

What is the RERA Dubai contact number or app?

The official DLD complaints page displays 8004488 as DLD support, verified 28 October 2026. Relevant service cards name Dubai REST as an official app channel. The selected service still determines whether the request concerns registration, regulatory review or another function.

Checked by the publication's independent check, 28 October 2026.

2026-10-28 · First published · RERA legislation, lease-function transfer and official DLD/RDC service routes verified. No individual registration, complaint, case or project result tested.
