DEWA says electricity and water are connected within 15 working hours after the security deposit and connection fees are paid, as of 27 September 2026. That clock does not start on the tenancy-contract date or merely because an Ejari certificate exists: each event needs its own dated proof.
The move-in file has five dates, not one
The useful calendar records a new date only when a different event has happened. A signed lease shows the tenancy terms. An Ejari certificate shows that DLD's registration step has produced its official record. Neither proves that DEWA charges were paid or that electricity and water are available.
DLD's current unified contract contains a document date, a contract period with from and to fields, the DEWA premises number, and dates beside both signatures. Its registration service then issues a separate e-Contract Registration Certificate. Those are distinct records on the tenancy-contract side of the file, not substitutes for the later DEWA events (DLD unified contract, dated 7 September 2022 and accessed 27 September 2026; DLD registration service, accessed 27 September 2026).

Ejari issuance starts the DEWA handoff, not the supply clock
For a tenant outside a free zone, the normal path is integrated. DEWA says that once the Ejari certificate is issued, it automatically receives the necessary customer and property information, creates the account, and sends a welcome email and SMS containing the account number, deposit details and payment link (DEWA Move-in service, accessed 27 September 2026).
That handoff is why the certificate matters, but account creation is not physical activation. The next recorded event is payment. DEWA starts its stated 15-working-hour supply window from the payment of the security deposit and connection fees, as of 27 September 2026. The full Ejari operating guide covers registration channels and the certificate itself; this calendar begins where that record hands the tenant to DEWA.
DEWA identifies a separate route for owners and customers in free-zone premises. They apply through DEWA's digital channels rather than relying on the standard tenant integration (DEWA Move-in service, accessed 27 September 2026). This workflow is for a tenant with a valid Ejari, so it does not merge those exceptions into the main path.
Registration money and utility money belong to different records
Ejari fees belong to DLD's registration event. DEWA deposits and activation charges belong to the utility-payment event. Keeping the receipts separate prevents an Ejari payment from being mistaken for a DEWA payment.
The DLD amounts come from its Register / Renew Tenancy Contract service. The deposits and activation components come from DEWA's current Move-in service page, accessed 27 September 2026. The small-meter and large-meter totals were recomputed from DEWA's listed components. Meter type comes from the premise record; the article does not assume a flat or villa has a particular meter type.

A complete evidence checklist has one item per event
The file works when every record answers a different question. It can be digital, but the filenames and dates need to make the sequence visible.
Contract record
Retain the signed unified tenancy contract showing its document date, term, DEWA premises number and both signature dates. DLD's official template contains each of those fields (template dated 7 September 2022, accessed 27 September 2026).
Registration record
Retain the e-Contract Registration Certificate and its issue date. DLD lists that certificate as the issued document for an approved Ejari registration or renewal (DLD, accessed 27 September 2026).
DEWA intake record
For the integrated route, retain the welcome email or SMS with the DEWA account details. For a manual digital request, retain the on-screen reference and the acknowledgment with its tracking link. DEWA describes both records on its current service journey (DEWA, accessed 27 September 2026).
Payment record
Retain the receipt for the security deposit and connection fees. This timestamp is the input to DEWA's published 15-working-hour service window (DEWA, accessed 27 September 2026).
Supply record
Leave the final calendar row blank until electricity and water are actually available. DEWA's page describes the completion as receiving the supply; it does not name a separate activation certificate. The observed activation time therefore remains distinct from the request, account and payment records.
A missing welcome message changes the route, not the evidence standard
If the welcome email does not arrive, DEWA directs the tenant to the Move-in service on its website or app. A valid Ejari number prepopulates the fields, so DEWA says the tenant is not required to upload the tenancy contract again. The digital journey then produces an on-screen reference number and an acknowledgment with a tracking link (DEWA Move-in service, accessed 27 September 2026).
The practical distinction remains the same: submission is one event, payment another, and actual supply a third. DEWA says to contact its Customer Care Centre on 04-601 9999 if supply has not been activated within 15 working hours after security-deposit payment (DEWA Move-in service, accessed 27 September 2026). That condition is tied to payment, so the receipt timestamp is the key reference.
Frequently asked questions
Does an Ejari certificate mean DEWA is already active?
No. Ejari issuance triggers DEWA's integrated account process for the standard tenant route, but DEWA starts its published supply window only after the security deposit and connection fees are paid (DEWA, accessed 27 September 2026).
How much is the DEWA move-in deposit?
DEWA lists an AED 2,000 deposit for a residential flat and AED 4,000 for a residential villa, as of 27 September 2026. Activation charges are separate and depend on meter type (DEWA Move-in service).
Do tenants submit both the tenancy contract and Ejari to DEWA?
DEWA says no for the valid-Ejari tenant route. The Ejari number prepopulates the move-in fields, and Ejari replaces the traditional tenancy contract for this DEWA step (DEWA, accessed 27 September 2026).
What if the DEWA welcome email does not arrive after Ejari?
DEWA directs the tenant to its website or app to make the move-in request using the valid Ejari number. The resulting reference number and tracking acknowledgment become the submission evidence (DEWA, accessed 27 September 2026).
When does DEWA's 15-working-hour window begin?
DEWA ties the window to payment of the security deposit and connection fees, not the contract date, certificate date or account-creation message (DEWA, accessed 27 September 2026).
