Dubai South projects: launch, construction and handover status

As of 20 September 2026, the Dubai Land Department lists The Pulse Beachfront 2 and 3 as Finished at 100%, while South Bay 1 and 2 remain Active at 93.72% and 93.8%. Those fields answer different questions from a launch page or handover date, so this comparison keeps the registry record, developer statement and evidence date separate.

The verified Dubai South project status table

The table is a snapshot of selected named registrations, not a catalogue of every launch in Dubai South. Every DLD value was retrieved through the official Project Status Enquiry on 20 September 2026; every developer date comes from a first-party page fetched in the same run.

The table deliberately preserves dates that are earlier than the evidence date. A past date beside an Active status is not converted into an editorial conclusion. It tells the buyer to capture the current DLD screen, obtain the developer’s current written position and compare both with the signed sale and purchase agreement, or SPA.

Dubai South’s year-end 2025 statement said The Pulse Beachfront’s 800 residential units had been delivered. The same statement scheduled approximately 1,300 units across South Bay and South Living Tower for handover during 2026. That combined figure cannot be allocated to an individual phase without another source, so it stays outside the phase rows.

Read the four status fields separately

An official status becomes useful only when its scope is clear. DLD’s enquiry says it provides a project’s completion percentage and details, and accepts a land number, project number or project name. It does not say that one field settles every unit-level question.

Active is the registration status displayed for the project. It does not establish that units are currently being marketed, that a particular payment is due, or that a handover date has been met.

Completion percentage is a project-level progress value displayed on the evidence date. It is more precise than brochure language, but it is not a forecast and should not be extended into an estimated handover month.

The DLD completion-date field is the date shown in the registry record. When it is blank, keep it blank. When it differs from a developer handover window, show both instead of choosing one or averaging them.

Developer handover is the developer’s stated customer-facing window. The buyer’s contractual reference is the SPA, which should be read for the unit, milestone definitions and any permitted date mechanics.

This distinction matters most in a multi-phase scheme. South Bay and Azizi Venice each appear under several DLD project numbers. Searching only the umbrella name can produce several percentages, developers and dates, all of which may be correct for different registrations.

What the current records say by project family

The project number is the cleanest way to keep the comparison stable. Marketing families can expand; the registered number identifies the record being read.

The Pulse Beachfront: finished at project level

The Pulse Beachfront 2 and 3 provide the clearest finished records in this set. Both showed Finished and 100% in DLD on 20 September 2026. Their DLD completion-date fields were 30 December 2024 and 30 April 2025 respectively, while Dubai South’s 2025 review reported delivery of 800 residential units across The Pulse Beachfront.

That combination supports a project-level completion statement. It does not establish the readiness, title status or utility activation of a specific unit.

South Bay: phase-by-phase records

South Bay is better read as a set of registrations than as one percentage. On 20 September 2026, South Bay 1 was Active at 93.72%, South Bay 2 was Active at 93.8%, and South Bay 4 Premium was Active at 85.5%.

Dubai South’s April 2024 construction announcement named a AED 1.5 billion contract for phases 3, 4 and 5 and stated Q1 2027 completion for phase 4. The live DLD result for South Bay 4 Premium had no completion date, so the table labels Q1 2027 as a developer statement rather than an official registry date.

Azizi Venice: one master name, several building records

Azizi Venice 1, 2 and 3 had separate DLD project numbers and percentages on 20 September 2026: 67.36%, 57.22% and 76.04%. Each record was Active and each displayed 30 December 2025 in the DLD completion-date field.

Azizi’s 28 April 2026 construction update said the first 14 released buildings were 39% complete in aggregate. It gave building-level figures of 64% for Venice 1, 57% for Venice 2 and 74% for Venice 3, but did not state a replacement handover date. The later DLD percentages and the older first-party percentages are not blended because they come from different evidence dates.

Windsor House: launch, registry and handover are separate

Ellington announced Windsor House on 31 July 2025. On 20 September 2026, DLD showed Windsor House as Active at 3.08% and Windsor House II as Active at 0.6%.

The official Windsor House and Windsor House II pages both stated Q3 2028 handover. The DLD records displayed 31 July 2029 in their completion-date fields. These values are kept side by side because the pages label different fields; the comparison does not recast either one as the buyer’s contractual date.

Reproduce the check in six steps

The strongest verification file is one another reader can repeat. A saved project name without the number is not enough when a master development contains many registrations.

  1. Start with the official DLD service

    Open the DLD Project Status Enquiry. The service is available on the DLD website, Dubai REST app and DLD WhatsApp channel, and the official page says it accepts a project name, project number or land number.

  2. Match the identity

    Record the project number, exact registered name, developer and area. If the search returns several phases, treat each number as a separate record. The wider Dubai South area guide helps with place context, but it does not replace the project identity check.

  3. Capture the dated status

    Save the status, completion percentage, completion-date field and the date you checked them. Do not carry a percentage forward after the evidence date or estimate the remaining programme from it.

  4. Open the first-party project page

    Record the developer’s exact handover or completion wording and the page access date. A launch page proves what the developer is currently stating; it does not replace the DLD record.

  5. Check the contract and escrow trail

    Match the project number and developer to the SPA and payment request. For the registry and escrow sequence, use the official project escrow check workflow.

  6. Recheck before a payment or handover appointment

    Repeat the DLD search and retain the new evidence beside the earlier snapshot. A change is useful only when both observation dates are preserved.

What this comparison intentionally leaves out

The inclusion bar is identity plus status plus date evidence, all retrievable on normal pages during this run. A project is not added because it appears in portal inventory.

Hayat is not repeated here because the existing Hayat by Dubai South project page already covers its current release and verification route. South Living was also left out: the live DLD record returned registration and completion dates that did not align with the chronology on the current Dubai South developer page, so the identity could not be resolved confidently for this table.

Beachfront Gates, South Square and the newest Emaar South launches were not included because this run did not retrieve a normally fetchable first-party page establishing the complete status-and-date envelope used above. Omission means the evidence set was incomplete for this comparison, not that the project lacks a DLD registration or developer timeline.

The registry snapshot comes from the Dubai Land Department Project Status Enquiry, queried live on 20 September 2026. Developer statements come from Dubai South, Azizi Developments and Ellington pages accessed on the same date.

No completion estimate has been added. Where sources use different dates or milestones, the values are shown separately. The comparison is a dated evidence file, not a substitute for the current DLD result, developer confirmation or signed SPA.

Does DLD Active mean construction is on schedule?

No. In the 20 September 2026 DLD snapshot used here, Active is the status displayed for the registration. Read it beside the completion percentage and evidence date, then compare the developer’s current handover statement and the SPA without treating those fields as interchangeable.

Is 100% construction the same as handover?

No. In the 20 September 2026 DLD snapshot used here, a Finished, 100% project-level record does not confirm that a particular unit is ready, that its title step is complete or that utilities are active. Those checks belong to the unit handover file.

Why can the DLD completion date differ from a developer handover date?

The DLD completion-date fields reported here were checked on 20 September 2026. The two pages may label different milestones or update cycles. Keep both values with their source and evidence date, and use the signed SPA for the buyer’s contractual date.
